London Regional Resilience command and control protocol
This protocol details the strategic co-ordination arrangements for London’s response to an "emergency" that is either "Immediate Impact" or "Rising Tide" in origin and the structure for Pan London strategic emergency planning.
Immediate impact "emergency" events or situations are those that occur with little or no prior warning. The effects are usually felt right away and include transportation accidents, utility failure, industrial accidents or acts of terrorism etc. This type of event will generally be referred to by the emergency services as a Major Incident.
Where strategic multi-agency co-ordination is required to deal with an immediate impact Major Incident the initial response will be the setting up of the Gold Co-ordinating Group (GCG) Chaired and co-ordinated by the Police in accordance with the current London Emergency Service Liaison Panel Major Incident Procedure Manual.
Rising tide "emergency" events or situations have a lead in time of days, weeks or even months, their onset can be gradual and the final impact may not always be apparent early on. Developing health pandemic, infectious disease outbreak in animals and extreme weather forecast are all examples of rising tide events or situations.
Where it is felt that a regionally co-ordinated strategic response to a rising tide event or situation is considered necessary, the Lead Government Department will give instructions for the Regional Civil Contingencies Committee(s) to be convened. The London Resilience Team will be responsible for convening the London Regional Civil Contingencies Committee.
