London Humanitarian Assistance Centre (HAC) Plan
This Plan has been produced with partners in the emergency services, Local Resilience Forums, transport sector and voluntary sector. It should be read by all those organisations who work to implement multi-agency humanitarian assistance centres in London to ensure that, in the event of an emergency, bereaved families, friends and survivors can immediately receive information, help and advice.
The Plan provides guidance on:
- the description and purpose of a HAC
- the decision-making process for activating the Centre
- how to establish and manage a HAC, including the recommended layout
- the roles and responsibilities of those agencies who provide services and staff
- a media strategy for the Centre
- the cost implications of establishing and running a HAC
- the decision-making process for closing the Centre
