The revised Strategic Emergency Plan is a blueprint for effective handling of any disruptive incident in the Capital comprising of synopses of the key plans on which London's resilience is based.

Strategic Emergency Plan

The aim of this document is to set out the strategic regional response of the agencies that make up the London Resilience Partnership to incidents requiring multi-agency co-ordination on a pan-London basis.

It should be read in conjunction with the LESLP Major Incident Procedure Manual as the agreed basis upon which the emergency services work in London.

The document provides a general overview of plans and the outline roles and responsibilities. Further details are available within specific plans, some of which are available for download from this website or on request by responding agencies from the London Resilience Team.

The revised Version 5 (January 2008) includes summaries of:

  • The London Command & Control Protocol
  • The Consequence & Recovery Management Protocol
  • The London Evacuation Plan
  • The London Flu Pandemic Response Plan
  • The London Flood Plan
  • The London Humanitarian Assistance Centre Plan
  • The London Mass Fatality Plan
  • The Site Clearance Plan (currently withdrawn pending revision)
  • The Voluntary Sector Funding Protocol

Additionally, the Partnership owns the following plans which are not widely published:

  • The Disaster Appeal Fund Plan
  • Government Office for London Emergency Response Plan
