Cabinet Office - Vulnerable Groups

The Pitt Review, on lessons learnt from the summer floods of 2007, recommended that the guidance to local responders on advice concerning the definition and identification of vulnerable people, and on planning to support them in an emergency, should be issued urgently.
As a result, guidance has been published by the Cabinet Office to assist in the development of local action plans for identifying groups of people who may be vulnerable in an emergency. The document has been based on current good practice, and will be reviewed again in Summer 2008, after comments received have been analysed.
It is primarily intended for those who are involved in local emergency planning for vulnerable groups and who have key leadership roles in the care of vulnerable people in an emergency.
